How could i make my site simular to this one in design, what to use (programming language and possebilleties)? http://www.paca.no/dittvalg/

What "language" is recomended

Well you could easily copy the "design" by looking at the HTML. The site is written in ASP.NET, using Visual Studio .NET judging by the source generated.
