Here is my cool startup page. Make sure you visit my scrapbook section.

Well first thing is that you have the valid html4 and xhtml things on there, but the validator throws up a lot of errors when parsing that page.
Next if you really have to use frames at least remove the border and make them non scrollable. Plus that starting bit with the text that fades in and out is really unneccassary and time wasting. Most people would probably have left before that text finished.
Next regarding the arrangement of content on the main page, You should move the content up, as it stands all I see on the main page is a logo, an advert, a last updated message, a counter and a guestbook. I'd suggest moving the counter and guestbook to the bottom of the page, and making the last updated bit a lot smaller.
It certainly needs work.

I like the intro. How did you make that without using Flash or Swish? I agree with Dynasty in that you should take out the frame borders and make them non scrollable. A less busy background may also help make your site easier to read. It's a good start though!:D

You did not consider users who have Netscape browser when designing your site.
Designing sites using only Microsoft browser, allows only I.E. browser compatablility.
For instance, fonts can be displayed differently because Netscape and I.E. do not render pixel dimensions the same.
Example: .. what looks like the bottom of one page in Explorer may not be the bottom when viewed in a Netscape browser.
( A ) .. For consistancy try using "Tables" (which can be nested - tables inside of tables) to help control page layout. ( B ) .. Also, using transparent "single pixel" files (where you can manipulate height and width) can also help to control layout. Try to have your pages as consistant as possible in both browsers.
There are many good design help sites on the net which can help you learn these and other things.
Netscape still accounts for 17% of browser users and should not be overlooked. This includes versions 4.08 thru to 7.0
I will try to redesign the web page. I am looking for to place the menu on top which can be select without the table or frame.

your intro page should use that dhtml to do the scout motto.... a scout is... *flashy text* boom boom boom....
the page it routes to is pretty old school web design... intro... cool.

Ahhh Tripod Popups! But everyone hates popups.
Ever consider using solid backgrounds? I mean the red on blue really does a number on the eyes.
Yes, use tables! They are a wonderful thing. :)
And I agree with the others. Content on top. You might make a link in your future(?) table nav for the guestbook with a counter in the table off to the side somewhere.
And you know what would really be nice? If at the top you made the links to Scout Motto | Scout Slogan | Scout Law, etc, only instead of an entirely different page have them targeted. Yanno, using the <a name ..> and the <a href="#...>
These are only my suggestions, by all means keep your site the way you want. :)

a few points of interest:
_• you might want to consider making some of the text a little crsper; a way you could do this is to use arial instead of Times or what ever
• Another thing is, if you can afford it, ditch the DHTML and use flash for animations such as the one you have. It will look crisper and be ultimatly 100% crossbroswer to anyone with the flash plug-in
other than that, just keep plugging away.

I agree with merdolator the site it routes too is pretty old school and just a little boring. i have some different site sets with plenty of tables that are customizable to color likes, if you are interested in using my design or designs e-mail me

The intro was OK but I would stop at three pages. It loses its effect quickly.
Regarding the site itself. You have chosen a very loooong page design that is not used very frequently these days. The long page is then chopped up with a large number of horizontal rules. Again - by modern page standards - a no-no.
I'd like to see a higher impact homepage with more graphics that immediately give a sense of the Scout Troop or movement itself. From there you navigate to the pages. The frame based navigator/index at the bottom is OK, but consider making it "frameless" and without a scrollbar. Chose a small but legible fixed font size that will fit the entire index without needing to scroll. That should clean up the appearance a lot an would not require a lot of recoding.
It is a lot of work to maintain a site like this - obviously a labour of love. I commend all the volunteers in the scout movement and the good work they do.

I do not like al tose effects :S i like nice websites that use some litle effects like mouseovers and............... but his sort of things.........takes much time and what do you see almost nothing :S Sorry

The intro I think is cool. Gets me kinda interested. Then I get to the homepage and there is all this content and "boom" I shut the window because it's just too overwhelming.
I think I would put the guestbook and webcounter and things of the like at the bottom of the page, because I'm not going to sign your guestbook or anything if I haven't seen the content.
It makes the page busy and at first I mistook them for advertisements.
I like to be positive though, I like the fact that you didn't plaster your page with gifs and your blue background looks good.

-Fonts are your friend! Ditch the Times font that is default and go with something nicer. Arial, verdana, tahoma, comic sans ms, ...
-Background is way too busy and distracts the eye. Color contrast should be adjusted a hair.
-WAY too many horizontal rules. Try to limit them to dividing up the page into actual different sections.
-Tables are a fantastic idea. CSS positioning isn't totally bad, but tables are still the way to go. Linear designs are ok for some things, but not yours :-)
-Over all not a bad site, but some revisions would help it.
