From what I can see, you are generating a div with inline styling with id layer1 - in IE the rest the menu is generating but in Moz it doesn't generate the inner content of that div.
I take it you have looked at the Netscape specific code for an error? Don't want to sound insulting, BD - but did you write or adapt this? Cuz if it is adapted there's gotta be some subtle little boo boo that you don't see at first scan.
One thing that is helpful is a little bookmarklet from http://www.squarefree.com/bookmarklets/webdevel.html that will show you the generated HTML (looking at source shows you only the source that goes in - this shows you the source that comes out) Look for the bookmarklet that says "Generated Source" an put it on your Favorites (IE) or Bookmarks (Moz). Then you can click it and see the actual code as your browser sees it.
