Blocking popups is generally a browser responsibility - newer browsers such as Firebird and Opera block popups quite effectively.
If you are using a "free" hosting service, they will often serve your page wrapped in some HTML that generates a popup. I don't know if you can trap that action with javascript of your own so that it smothers the hosting company's popup event. i suspect not, because if I was coding for the host I would have my Javascript fire before serving up your page.
When posting questions here, it is helpful to explain your intent in greater detail. Asking about a HTML tag (as if there was something like <nopopups>Don't mess with my page</nopopups>) without stating your problem meant that we had to do some mind reading. Ordinarily Day would be up to it but he is handicapped by where he lives. He has to read upside down.
(Just in case you didn't know - Day is from Australia - the land where Men are Men and sheep are nervous)
