Why Are Downloads Incomplete?

Hello, I've tried downloading Evrsoft's HTML editor 2 times.
Once from Evrsoft, the other from CNet. It won't open & is incomplete. Can someone please help me or have a solution?
I'd very much appreciate an answer as I'm very much looking
forward to building a website. Thank you, sundelion
