I have the script on my computer, but I'm new to authoring and I have no idea what to. The readme says I need perl5.0, but I don't know where to get it. Help!

Unless you are a CGI script developer (looks like you aren't one), there is practically no need for you to have Perl. CGI script are meant to be used on web servers. You need to set up additional software to make your home Windows machine into a web server.
If you have a web hosting account and you would like to set it up there, modify the configuration files in the package if needed offline and then upload them to the web host account. Perl, if needed and supported by your web hosting package, will be on the server already so you have nothing to worry about with your PC.
