This is a common effect. There are two ways to acheive it.
1. You can get an easy, but not all to versitale plug-in from Flaming Pear called Transline.
2. Dowload this:
http://www27.brinkster.com/jdeadlyprod/line.psd
Select the layer you want to put the effect on, go to
effects > texture > texturizer
select load texture from the drop down box, open the line.psd file you downloaded from the link, set the scaling to 100%.
The releif will make the effect lighter or darker
(hope I helped you, let me know if you have any questions)

They are called scan lines.
They are pretty easy to create.
In windows:
Just open a new document (ctrl+n) with a transparent bg.
set the dimesions to 20x20
zoom in on it till its 1600%
Hit d to set colors to black and white
use the rectangular marquee and create a rectangle that is 1 px wide and 20 px high.
start on either side and fill it black. move the marquee over twice and fill it black again. Do this till you have a black line evenly spaced across the picture.
now do the following:
Click edit --> define pattern --> name it scanline1.
goto the file you want to add scanlines to and add a new layer and fill it with the scanline1.
thats it.
You can repeat the process and create the scanlines going the other way and name that scanline2.
Then you have scanlines created and usuable for future projects.
About the Brinkster address, do it like this: click this link - http://www27.brinkster.com/jdeadlyprod/line.ps and the add "d" after it in the address bar and hit enter again. Done :)
