I have banned his IP and also have changed the requirements for joining so that the joining requires an email to go out and the new member click a link to finish the process. It is a bit of a pain but it means that the member can't just go to another computer with a different IP and sign up - the number of computers and email addresses will just get too much of a pain for the limited harm he can do.

Anyway - quick work there Term to shut the twerp down.
