Do links from unrelated sites help your PR any? I've heard that they don't but it seems like if the PR is high enough it would help some. I'm just wondering, because I have the opportunity to get some unrelated links but it might not help

Not really, related links get you higher up especially if a real popular site links to you....nonrelated links and link farms don't work and sometimes google will knock you down a ranking to try and scam PR, they know scamming techniques...
Best advice, build a great site that has great content and then see if some other great sites will link to you

That technique you just described is link baiting, and it's great except you can't choose the anchor text for link baits and anchor text is very important.

You said it best really, Although I have been considering something for a few weeks now. Everyone wants related site links because of their PR etc etc. but in doing this the market for said site niche is going to become over saturated quickly and then no one will be clicking anyones links because they are tired of seeing the same old thing everywhere, so wouldn't it be beneficial to link to some unrelated sites to gain a new a targeted audience of people who have not seen your type of site on the 1000 already linked sites?

To help your google serps, related is good. To help PR... I have honestly found that if the sites are related or not doesn't really matter...
That said, PR is only one of about 100 (ish) considerations the google algo makes.
I have had a PR0 website rate higher than PR4 for keywords with over 800k results...
PR is important, but dont get too obsessed with it unless you are wanting to start selling high PRlinks ;-)
At the end of the day high PRlinks are good, on topic is good... but it can be hard to find on topic high PR links! - That is the goal really, but if you are struggling then a mix of high PR but off topic and medium PR but on topic can work well...
Most importantly, if people require a backlink then BE CAREFULL, as linking TO a site that is notliked by google is a no no!!!
