Preamble:
I've never taken a design class... this is all opinion.

First Impression:
Initially, it looks great. Looks a lot like some of the classic Winamp skins (that's not a complaint).

Stuff:
You might change initial light grey BG color so that the text is easier to read while the BG image loads (56k here, takes a little time, but isn't at all bad).

Add some CSS "padding" parameters to the menus on the side. The text is right up against the edges, and needs some room to breathe. Alternatively, rewrite the tables to add the padding without CSS. Or use spacer GIFs, whatever.

I hope you were planning on changing "Menu!" to something else. It's fairly obvious (at least I think so) that it's a menu. Either a header graphic/logo, or something that very quickly describes what the site is for.

The main background is subtley interestingly different (the fade of the grid at the top). Nice.

Being Very Very Very Picky:
You might want to adjust the scrollbar color parameters so that it still looks like an arrow even if the page is not scrollable. I think it's one of the "shadow" ones... I never remember and just manually go through each one until it works. (Right now, the very edge of the arrow appears to be cut off, gives it the illusion of four sides.)

The graphics above and below the main content area almost look like scrollbars. I bothered to try them to find out. Maybe keep that in mind as something to avoid in the future. Suggested fix: just add some small decorations onto them so that they aren't just the same gradient pattern all the way across.

Should the jagged graphics cross through the main background too? How does it look if they're only on the content areas (menu and main area)?

Keep continuity with the capitalization of "DOD", "CS", and "THF". In the copyright area, for instance, they're lower-case. Use sentence structure! (sorry... the inner anal-about-grammar dork in me... clan site... not really that important, but it's good to keep in practice if you're designing commercial sites)

I'd fade the right end of the graphic below the menus (not the solid part, but the stylized part) to keep up the continuity with the other top and bottom graphics that use a fade on both sides of the stylized areas.

Some of your pages have all-caps, THAT GETS REALLY ANNOYING. You might also want to make your table of links stand out a little more, all I can see are the links that go away from your site. Your text is a little hard to read, try making it a bit lighter.

Is it just me, or did you make this webpage with IE's text-size set at smallest? everything looks too bold and fat when IEs text-size is set at normal.
