Maybe try switching the colors of the table and body background images.
Also, that status bar script is annoying!

Page is different - more vertical than horizontal and use of other vertical elements is a change from the norm - like the forum link at the right. As soon as you leave the page, though, you are in a different design ethic - the change is too complete - it is a non sequitor You might try to achieve a happy medium between the extreme design of the home page and the pages that you link to - incorporating more of the colors from the linked pages, for example.

It would be better if you used <?php include("somefile.php") ?> instead of frames. The PHP will compile the pages and display without frames.
If you absolutely MUST use frames, then you might want to make the top frame an absolute size instead of relative.

Not bad.
Though you might want to make the 'forward' button bigger, and maybe to the right side of the flash. A link to your old page (after the flash presentation) and a skip intro button would also be in order.
Also, unneeded scrollbars appear on smaller resolutions. Rather then centering the flash with line breaks and margins, a better solution would be with a table. For example.
