Is there any way to resize individual layers in Photoshop 7?
I've tried almost every single tool, but with no success.
I've had to resort to the workaround of importing a layer into another PS7 picture, resizing that entire picture, then reimporting back into my original picture. Is there a simpler way?

Have you tried this,
make the layer you wish to resize the active layer, then select all, then under edit menu select transform/scale, and resize to your hearts content. for a more precise resize use the width and height type ins at the top of the window.

The first one has the most in the way of tutorials & help available at the moment. The 2nd one is a fairly new group that's started. They have some cool stuff, too.

..but Paint Shop Pro has always been good with resizing layers. You just click on the resize tool and drag the handles.
Photoshop 7 insists on being stubborn though, especially if the layer that I plan to resize is larger then the 'canvas', then I have troubles.

This happens to me all the time (my primary development machine is a laptop)
If the layer is large try this:
Zoom out a fair bit
Maximize the photoshop window
Maximize the image document window
Select the layer you wish to resize
Hit CTRL-T (transform)
You should see sizing handles
(if not, zoom out more and try again)
Grab one and resize as you wish - just remember to use a corner one and hold down Shift so that your proportion does not get skewed.
Optionally, you can use the Alt-Key to resize the layer and keep it centered.
That should do it.

Ah thank you, Mike! That was very helpful.
I guess I forgot to resize the image window large enough, must've been one of my 'days'. :o
